basically, the guard is all about numbers... you can always achieve far more with more men than slightly better equiped men!
another thing to always bear in mind; we're specialists! WE'RE NOT SPACE MARINES!!! don't for example, throw a lascannon into an infantry and expect it to go tank-hunting... BS3 is 'average' at best! instead of wasting those other 9 guys to simply miss that tank, give the infantry squad a heavy bolter and let it go do what it was designed to do; kill enemy infantry!
leave tank-hunting for example to more specialised units like storm troopers, hardened vets, support squads and/or tailored platoon command squads...
basically, when you design your list, give each and every single unit a dedicated battlefield role and then give them the upgrades to do it well!
