Not exactly true, fighting a force with alot of 4+ armor saves a lots of devourer or fleshborer gaunts will be alot better then exspensive genestealers that wont even make it to the target and deal any damage. Genestealers will be good when fighting an army with armor saves of 2-3+ because rending would work miracles. Even if you fight an army with high armor saves you would still want to take some spinegaunts to throw into them so you can get your stealers and fex's to the front with out a scratch.
Conclusion
fighting an army with 4+armor saves=warriors and gaunts to fit the role (ranged wars with termaguants, melee warriors with leaping with hormagaunts)
fighting an army with 2-3+ armor saves= genestealers, fex's and ravaners, pretty much any thing with a high strenght or rending.
Warriors are a valuable assest in many cases, also you could give them flying and make them into a type of non deepstrike, somewhat cheaper version of ravaners.
