This seems the most pratical. In the third Ciaphus Cain novel...god i can't remeber the name, he and a couple of other guardsman/PDF hijack a number of orc vehichles. They have a tech-preist with them and she managed to fugure out how the orc vehichles work. So I do agree the orcs are phsycic but most of there creations don't work just because they think they work.
