I vouch for what hairyyahoo says! Although their are a few variations on the English language all over the world, I think its likely to be more different in places like Yorkshire or Liverpool in England than it is in America!

See, what I get here is that the reason they use 'or add a Cyclone missile launcher' is because it isn't replacing anything, unlike the Assault Cannon or H.Flamer. All you need to do to sort this out is put ' they may' after the ' or ' and its makes it perfectly clear. Like this:
"Up to two terminators may replace their storm bolters with either an assault cannon at +20 points or heavy flamer at +10 points or they may add a Cyclone missile launcher to their existing weaponry for +25 points"
Now why can't GW have put that there to begin with? I wonder...
