I had a look at the chaos codex (new 3rd ed. one) and the rulebook and unless GW bring out a FAQ saying otherwise I can safely say that the model with the powerfist would still strike at initiative 1.

Theres an example on the 3rd paragraph p.39 of the rulebook which is perfect to sort this out. Its tyranids versus marines but if you have a look you'll understand what I mean.
