Afraid not. On page 46 of the IG codex it says
"They will automaticly use the lance in the first close combat they fight in a game, after which it cannot be used again."
So after the first round of combat, rough riders lose all the lances benefits and revert to their crappy guardsman stats only they don't have ANY weapons.
