the necron player will always get a chance to make any "we'll be back" rolls before phase out is calculated...
so say for example, the necron player started the game with 48 'necron' models.
at the begining of turn 4, there are only 7 'necron' models still standing, however, there are 6 'necrons' down who can make their WBB roll. if the necron player can pass 5 or all 6 of those rolls, then the game will continue as the necrons will still have 12 or 13 models 'necrons' left!
if the 'cron player fails more than 2 rolls however, the game will end and the remaining necrons will phase out...
