1. Do you need to take a role to wound if the weapons str is double or more than the unit its firing ats toughness.

You always need to roll to wound- if the weapons strength is double the units toughness, it simply means that if the model it is shooting at has more that one wound and it loses 1, it loses all of them. Remember, a roll of 1 to wound is always a failure too.

2. Do you have to roll to wound against a vehicle then move to the pentraction or glancing.

You don't roll to wound against a vehicle- you use armour penetration. You roll a D6 (or 2 D6 in some cases) and add them to the strength of the weapon. If the number is equal to the armour value of the side the weapon is firing at, it is a glancing hit. If it is more, it is a penetrating hit. There are some special exceptions to this rule (for instance, if AP1 weapons roll 2 D6, and if they get a glancing hit it is moved up to a pentrating hit. Also, if a weapon has AP- it means that they can only score glancing hits, even if it would be a pentrating)

3. Can drednaughts, vehicles and terminators move and still shoot with heavy weapons that turn

Dreadnaughts can move 6 inchs and fire one main weapon and all their primary weapons. They can't move anymore than that. Different types of vehicles have different rules for firing weapons, depending on whether they are fast, tank, skimmer, and others. Heavy weapons are just the same as normal weapons for Vehicles- they can move and shoot with them just as if they were an Assault weapon. Terminators can move and shoot with Heavy weapons too, due to their special armour.

4. when firing with a flamer at a building do you have to say which floor is it every unit under the flamer whether be first or thrid floor

To that I have no idea- I've never had that before. I'm guessing you place the flame template, and any model underneath (whether they are on the first or fourth floor) are hit, as that is what usually happens with blast templates (though I could still be wrong, I think another member needs to put an answer)
