well it all depends on what kind of army you want really...
the boxed armies generally speaking give you a nicely balanced force with a decent selection of basic units and a few 'shiny toys'. it saves you money so yes if that's what you're after then it's a decent buy!
but if you're like myself and you enjoy more of themed list with only certain units and such, then no it's a horrible buy because there's bound to be at least half the box you're not really going to want to use!
that's why i always find it helpful to first come up with an army list... at least build initially to a set list at basic tournament standard pts. (1500 for 40k/2000 for fantasy)
you can always add-on afterwards if you find a unit or two that doesn't really fit with your style...
