it's not bad at all for a first list!
the one main thing to watch out for is the unit numbers; odd-numbered units are bad. very, very bad as they;
a) give up victory pts easier
b) lose their 'scoring unit' status quicker
always aim for even numbers in a unit... 4th edition is all about the mission objective and 95%+ of the time, that means you need 'scoring units' to claim stuff.
what i'd recomend, is dropping the speeder down to a basic heavy bolter, dropping 1 heavy bolter from the devi squad and finally bump each unit up by 1 model...
anti-tank isn't too much of a problem in 400pts patrol games as the heaviest stuff you'll face are things like chimeras and similar... the plasma gun can take care of even av12! you might even want to drop the heavy bolter from the tacticle squad so they keep moving every turn???
