you claim the 'counts as' rule in this case. so for example, a model that's posed to be firing duel bot pitols would still effectively have a bolt pistol which he can fire, and a close combat weapon he can club evil-doers with!
the only thing to make perfectly clear is which models are obviously the specialists such as the veteran sergeant with the shiny power toy!
again, you could model everyone with power toys if you'd like, but obviously most would 'count as' plain ccw's. to differenciate the real power toy on the sergeant, you might paint it say red while the rest are painted say a light blue...
and yes, this is compleatly tournament legal now! just so long as it's clear to your opponent which model/s have the actual special weapons/upgrades and that you've paid the pts for everything!
