I agree that each chapter would have many many scouts in its ranks!
But I can see why they have moved them to Elite as they were often used as the cheap throw away alternative to take your compulsary troops choices instead of actual marines. I know it removes the ability to have a pure scout force but in a campaign setting where such things would be used Im sure local rules can be hashed out for it.
The move with the make up of the Death Company I feel is a good one, gone are the random chance elements (and the possibility of loosing a fair chunk of a very expensive Terminator Squad), also gone is the risk of the Death Company not having a chance against a vehicle (If you didnt get a veteran Sgt in there with a powerfist...) so the old tactic against them of shoot the Chaplain and then let them spend the game chasing a Leman Russ! The fact that you have to take more squads to get a free decent size free Death Company makes up for the old Blood Angels getting some rock hard shock troops (with Jump Packs) for free with the Chaplain.
My only let down is the loss of Furious Charge (OK maybe not for the entire army but maybe the Vets and characters?) and the fact that Assault Squads are a troops choice only!
