I do not play Guard, nor have I played Tau (though I thought about it), however, I think it is because Tau are much like Guard in that they must rely on firepower. However, Tau do not rely as much on numbers and they do their technology. Tau seem like a very Elite for of Imperial Guard. I'm not saying that is the only difference between them, but I think that is why Guard players are drawn to the call of the Xenos.
