There is a sort of Tier system if you look closely. I see it thus:
1: C'tan
2: Necron Lords
3: Either Paraiahs or Immortals
4: Destroyers/Heavy Destroyers
5: Tomb spiders
6: Wraiths
7: Warriors
8: Scarabs
That's how I see it anyway.
