That was what I was thinking... since we've already done chaos.
Eldar is a good idea... but I like the idea of the governor being evil... and eldar don't really fit in that idea.
Not to mention... technically, Zen is going to be an Ordo Herticus dude... so if we have eldar, then they'll escape... and we'll pursue... Genestealers are simply burned on the planet.
