well it seems you want mobility so both are good...
The Fire dragons I would do one of two things
1) Drop tank hunters 5 melta shots should kill any tank
2) keep tank hunters and give the exarch the dragons breath flamer so they can do a little more after the armor is fried
Scorpions...I would keep the traditional color scheme because its tradition...thats what eldar do. You could do things like different poses and bloodied weapons/armor and dead bodies you coud maybe even put the flames of your craft world on one of their shoulder pads same goes for all aspects
I like the second list better personally but thats just because I never found jetbikes that appealing
