anyways, as pointed out, you test at the end of the shooting phase as normal. templars simply must take a moral check if a unit suffers any casulties! (even just 1!)
note too that only your infantry units need take this test. (jump units for example are excluded, as would be bike squads - they move fast enough as it is!)
basically, templar infantry units don't take a moral check for suffering 25%+ casulties in the shooting phase. you take a rightous zeal test instead. if you pass, you run towards the nearest visable enemy unit. if you fail, then you fallback as normal.
