of course- you can make army lists to your hearts content without actually having to own the models, but if your talking about making an army list for your small amount of models thats no problem because theres no upper or lower limit for how big a game of 40K has to be.
Your best bet would be to make a combat patrol list to start with- thats basically a 400pt list with some minor changes to the force organisation choices, such as only requiring 1 Troop unit and restrictions on the more powerful models (land raiders, librarians etc) |
