it's their 1 anti-infantry option so that they can actually protect themselves somewhat from hoards... (or the somewhat now angry unit who's ride they just recently slaged?!)
it's a smart option because it help make the dragons self-suficiant, especially if you give them say a wave serpent w/2x shuriken cannons... the high ap of the fusion guns will knock out meq's as well as tanks, while the flamer can mop-up most of lightly armoured unit! (oh, and tau won't ever 'fish of fury' a dragon unit once you slap down the flamer template on them!)
