you could do the fluff as the 13th appear to have taken an unexplained interest in the 12th, and whilst your Wolf Lord sees the benefit of encompasing the 13th (or part of) since they seemed to have had more success in reigning in the worst effects/tendencies of the Wulfen, his wolf guard is divided with some fiercely against the move both because they are concerned with outside prejudices (and possibly their own), but also some feel that the 13th would doom the 12th to the same fate. |
