not quite, the black rage is a defect that occurs during active service for a blood angel, whereas the Black Dragons scything protrusions grow during the stages in the initiation as a result of the geneseed, although it does not affect a large number of the new recruits, the percentage of recruits who develope the flaw has been noted as gradually increasing.
