No you can not. This is true because all super heavies are a separate army list then from the normal. Thats why you need both permission, and a battle of 2000 points in order to gain two Force Organization Charts. Since they are a standing army of their own they have to upgrades or doctrines listed in their army entry.
Tust me I would love to give my Stormblade some of those douctrines *cough* Slick Loaders* cough*
