he's got it a bit wrong! you need
both the bolt pistol
and the close combat weapon to gain the extra +1A for having 2 single-handed weapons...
so a space marine with a bolter + bolt pistol still only gets 1A and +1A when he assaults/charges into combat.

your exarch has 2 catapults which fire as a single assault 4 avenger catapult! so yep, 32 shots when you bladestorm! sure it's pretty damn nasty, but your opponent has to realise that your avengers become sitting ducks next turn as they reload!

as long as the psychic power is not a shooting power or else requires lines of sight, then you can use it even if locked in an assault. so for example, you can 'fortune' yourself in combat, but you can't 'mind war' that heavy weapon trooper with lascannon standing nearby!
each power's description will state wether or not it counts as a shooting power and/or if it may be used in an assault... unless it says something like, "may not be used if the farseer is locked/engaged in an assault" you're laughing!
