halberdiers make great detachments... use 9 of them in a 3x3 formation for removing the enemy's rank bonus while also limiting the number of attacks you'll recive back.
the +1S is decent against most infantry, but it's pointless against most heavy cavalry...
the reason for the 3x3 formation is because it really screws over the cavalry charge! your opponent likely won't have a model that's able to attack your halberdiers unless they give-up an attack on your main block!
against regular infantry, you'll only contact upto 3 enemies at most, so again, your halberdiers are only going to take 2-3 enemy attacks back if you fail to kill anything with them...
as for parent units, the choice depends on the unit's role;
a) defensive unit which is more likely to get charged: spearmen.
b) offensive unit you want to try and charge with: swordsmen.
