normally you cannot pre-measure the distance between your unit and the enemy in the shooting phase. you must 1st delcare your chosen and
then measure! (so if end up out of range, you waste your shooting!)
targeters allow you to pre-measure the range between your squad & any potential targets.
however, you must first fire all of your 'guess' weapons such as mortars & basiliks! (not that it's too important now, but back in 3rd edition you actually had to guess how far you'd fire these weapons!)
