Generally fluffy means that the thing being described fits with the bakcground, storyline, and/or tactics of an Army.
For instance, Blood Angels favor Assault Marines. So a Blood Angel army with lots of Assault Marines is 'fluffy'
However, Space Wolves are famed for long hair and beards. So a bald and saved Space Wolf would be 'un-fluffy'
