HE's right.. However, I always do this when concerned with Scions (and yes, this is legal via a call in, write/email in, and asking at a tourney.. don't even go there folks)
Techmarine: Bolt Pistol, Power Weapon, Servo-Harness(Twin-Linked Plasma Pistol, Flamer, Servo Arm x2), Frag Grenades, Signum, Iron Halo, Jump Pack, Terminator Honors
This lets him move as jump infantry, have a 2+/4+, fire a twin linked plasma pistol and flamer, or swap one of the two harness weapons out for bolt pistol.
The signum lets him and the assault squad (with dual plasma pistols usually) to re-roll one missed to hit shooting roll for the Techmarine or any squad that the Techmarine belongs to or has joined.
He has base attack of 5. + 1 for charging equals six. Then the two servo arm generate TWO power fists attacks separate of the tech-marine.
All in all, 8 attacks. 6 power weapon, 2 power fist, twin linked plasma pistol and a bolt pistol or flamer... Take an elite tech
Elite Tech Marine: Bolt Pistol, Power Weapon, Servo-Harness, Auspex, Frag Grenades, Signum, 1x Gun Servitor(Heavy Bolter), 3x Tech-Servitor, 1x Razorback(Twin-linked Heavy Bolter, Extra Armour, Smoke Launcher).
A perfect, and insanely powerful jump infantry tech marine who can slaughter terminator squads or repair that dreadnought!
And the Elite tech marine to back him up, who can still kick some major ass, but has a horde of tech servitors to give him a DAMNED nice c hance of repairing things.
