It's not really any "easier" so to speak, it's not even necessarily especially cheaper if you still want to customise your models. And a lot of 40k terrain is still perfectly usable for inquisitor at 54mm.
The only true advantage to playing in 25mm rather than 54mm is if you want characters with run-of-the-mill standard weapons and easy access to plenty of ready-made NPCs.
And no rejigging of the rules is necessary to play in 25mm, all measurements are given in yards for Inquisitor - which at 54mm is roughly and inch, and at 25mm is usually taken to be 1cm. SBE: 40K scale is actually 28mm not 25mm small but important... like this message
