Hmm... work up a background for her "legion" (sure you don't mean fallen chapter?). Then, figure out what God she wants her legion to worship... Tzeentch, Khorne, Nurgle, Slaanesh, or undivided.
If she wants ranged... it seems that Tzeentch or Slaanesh would be the way to go. Probably the best thing to do is once you have a decent idea of what you want... make up a 3000pt army list... throw in whatever you want, and from that build up a 500, 1000 and 1.5k list... working your way up till you reach the 3k mark.
At the same time, if she is going to do a custom fallen chapter... help her do it right! Get some good background, model all the chapters leaders, as well as company commaders. I know that making up names can be insane from 40k... but if you do it right, the whole game will be so much more fun. The entire point of making your own chapter/craftworld/fallen chapter/WAAGH/whatever is that you can model the marines, give them names, make up campaigns which follow their defeats and victories, etc.
That's my opinion on it...
