I have to strongly disagree.
It is either mobile tau or Hybrid. Pure Static will not cut it, because single shot S5 will not cut enough- many armies will plow your army in turn 3?
Yes- Mobile tau CAN, die in one wrong move, but thats why you don't setup your self in that position.
To protect the mobile theme, you do not have to take a lot of fire warriors.
When you play mobile, FW are not exactly your killing force, its your Hammerheads, Dfish, Drones, and Crisis Suits.
And thats not a bad thing.
While your output shooting is not high on a turn basis, in the long run your shooting output is still as great overall, because you will be shooting all 6 of your turns. Static- You will not.
Your casualty and losses are lower - too since vehicles are hard to crack. You can even come out of cover and shoot and kill what you want.
Low in that your guys are hard to kill, and you can deny a lot of points being taken by not dieing.

I make the biggest 8 vehicle Fish of Fury wall, and I decimate everything that stands in my way.
If you want static, Imperial Guard will outdo you in every way. Tau should make use of mobility, or else its wasted. Static? Just go IG - field 12x lascannons 12x hvy bolters and more in a 2k list. Hvy bolters guns down tau anyday.
