I actually think the honest answer to the whole, "missing legion" thing is that GW made up 20... and at the last moment realized that two of the names (one was, IIRC, the Space Sharks) were crap, so they said, "expluged from the records".

And... if I am right, the two missing legions went missing before the Horus Heresy...

Also, at the time, the Loyalists were still called Legions.

Oh, and Erus... I agree with you... to a degree. I would say that if you are going to include multiple cults, do so in only small amounts. I myself will have both Khorne and Nurgle in my army, but the Khornate dudes will only be in small amount... they're really there just because I'm getting some with the battleforce...

Actually, that's not quite true.. 'Space Sharks' are a fan creation, iirc. I know if they are a GW creation they had NOTHING to do with the original 20.

They (the original legions) might have went missing before the Heresy.. They might not have.

Think for a moment on the vastness of the Imperium... Compare it to America... Yet over 50% of citizens in a state can't identify their own capitol, or some other basic fact on their country. The Imperium is thousands if not millions of worlds... Some of these worlds are bigger then Earth even, or vastly more populous.

How hard do you think it would be for facts and figures, such as two missing legions of some twenty thousand marines, to an empire of untold billions? Not hard. A lot of the general populace of the Imperium (taken from Dark Adeptus and a few other books here) don't really believe the heresy happened, and traitor marines are lies or just fables to scare children.

Two legions who ****ed up could be hidden easy.
