Also it's prudent to note that Commissars are outside the normal chain of command, so technically they are above any Colonel they are watching over.
Of course any Commissar acting as an Emperor's Botherer (as Ciaphus Cain put it) can find himself in a very bad position once out in the field where all of the soldiers he has been terrorizing suddenly have guns, and an accident could easily happen.
