You're being a little bit loose with the Orks here, faced with any kind of a challenge, shooting is the last thing on their minds. Fluff-wise, if they're within striking distance, they'll lower their heads and charge at the threat. Similarly, they're awfully prone to getting back up when you think they've been floored, experienced kill-teams would know that.
