use the cheap guy because he be cheap its a shame the EC is mandatory but it makes sense. You only have to think about the wargear to realise that decking them out is not required e.g. i take a Master in termie armour w/ Power sword and storm bolter. Cheap but effective try thinking about that when kitting out characters as most of the time he will have a squad to help him.
