Easiest:
Empire
Orcs and Goblins

Hardest:
Wood Elves
Skaven
Ogre Kingdoms
A Lizardmen Southlands army (Pure Skinks and a Slaan, So powerful when used right but fails miserably at times)

Dwarves are one of those armies which never get easy to play with. I started with them and they are great to learn with but unlike the Empire and Orcs and Goblins who can very easily win at higher levels. The dwarfs still have to work for it. I thought i was pretty good so challenged a tournament player who uses Ogres. Got my ass handed to me. He has only been playing for two years as well. I put Skaven as one of the hardest as their troops are crap quite frankly. They have little or No Close combat "Creme de la creme" It is all based around their characters and special and rare units. No other army is so reliant of special and rares
