I totally agree with you.
As you said by spliting up his siters in groups of 10 he could field way more special weapons, could take transports, and could take a few more faith points by adding veteran superiors.
They way he has things now he really takes a hit when it comes to down to Acts of Faith, and really thats what a sister army is all. Not only does he limit himself from the total number of faith points his army would have, but he makes it all but impossible for his squads to perform certain AoF altogether.
