If this happened all the Crusading and radical chapters woudl come out of the wood works, the 13th Co. wouldn't be hiding anymore.. And who says the SM would follow the strictures on size any longer?
With the High Lords mos tlikely backing the IG because they have no real control over SM, the SM would (in most cases) say '**** you Codex' and swell their numbers. This war wouldn't end quickly. And by the time the IG could feasibly have any kind of upper hand, the SM could fast approach their numbers.
Remember... Back in the elder days they used clones and vat grown specimens for marines.. They can do so again.
