the guard just dont have the backbone to do what marines can

guardsman have to eat "human Food" if rations can be called that
while marines can eat anything includine poison and flesh
they could just poison all the water on a planet and challange the guardsman to a dare
guard does have a multitude of tanks and weapons but every thing about the guard is slow
