It's quite simple.. YOu may have all of those numbers... But the SM can match that just as easily as I said... They used vat grown humans and clones once.. Why not again?
EDIT: True.. The clones were monsters, but were only used due to being scared of the rest of the imperium's opinion... Why worry if rebellion happens?
