Could, Yes....A ship has the destructive ABILITY to destroy Terra.

Would, NO.....Several reasons being:
1) It TERRA!!! Enough said
2) ADA (Air Defense Artillery) is Best there
3) Garrisoned troops are the best in the Galaxy
4) If a corrupt lord were to ever be there There is enough checks and balances to get him/her out of office.
5) if that failed, the INQ would just assassinate the offender.
6) ITS TERRA.....THE holiest planet in the Galaxy. the INQ would save the holy ground if it took EVERY Marine, Guardsman, Man, Woman, Child, Goldfish, ECT.....ALL would defend the planet not just who is on the planet.
