Sadly like everything else, it's all about making money.
Not trying to turn this into a political style thread, but more people buy ultramarines stuff over salamanders, as the same Black Templar players over Imperial Fist.
It's a sad state of affairs, but maybe they will release codexes like the armageddon booklet which helps you refine your armies so they are true to their nature.
We can hope anyway!
