Ok Guys here we go!!

Im making a ALL RATLING army. They "count as" IG and will have all equipment avail to IG in the codex but will have only halfling/ratling models. I am converting all tanks and chimeras to be shorter and more "Ratling like". This is a funny army so I have things like cook models for "Seasoned Vets" and my line breaker squad will have "carried spaced" armor sheilds and the such.
Now here is where I suck!
Im making my army list and I am lost....Erus has helped out and I like his ideas so far but Im letting others have input too. Here is what Im wanting.

1) a solid army that can fight marines chaos and whatever
2) IMPORTANT!! Keep with the nature of Ratlings
3) as humorous as possible!

Now here is a blurb from WIKI on ratlings:
Ratlings (Homosapiens minimus) are small, loud, hungry and lecherous creatures (W40K Rogue Trader) who serve as snipers in the Imperial Guard, a role in which they excel. Ratlings also serve as cooks, a skill they no doubt learned in order to feed their own stomachs, and also tend towards kleptomania, as Commissars report petty theft and illegal gambling rings increase substantially when ratlings are attached to a platoon or regiment. One named Ratling world is Ornsworld, which was attacked by Abaddon the Despoiler during the Gothic War.

They are a sub-branch on the human race, like the Ogryns. Due to their size they often bear the brunt of soldiers' jokes, although more than one soldier has been saved by the Ratlings' superior marksmanship. Essentially, Ratlings are the 40K equivalent of halflings / hobbits.

Now I have the followind doctrines for them:
Chem inhalers- to overcome the "run and hide effect" so they will actually fight.
Ratling Squads-DUH
Ogryn squads- for some punch
Sharpshooters- They are ratlings
Light infantry- upgrade to the sniper per platoon

these are what Erus and I came up with and I think "personify" a Ratling army.

now If you have some more input for units or doctrines feel free to post.

also if you think of a funny modeling idea please post it. Im trying to find a spot for a piggyback/chicken fight ratling! ( thinking ogryn Bonehead!!!)
