I would drop the Commisar. Unless you use multiples they don't due much.
Due to the Mixed armour rules don't bother with the armour upgrade on your HSO.
With your points freed up from those choices I would invest in a master-vox caster.

I hate Tech Priests, they are a vairly big investment in points and die quickly to enemy fire. Besides they never fix anything any ways.

Where are your Heavy weapons in your Basic squads? this is where I. Guard shine is the shear number of big guns they bring to a fight. Find room for these. I personally love Autocannons and Missle Launchers.
Same question goes for specail weapons. Grenade Luanchers FTW!

This is pretty standard. I don't see any worries here.
I Guess I would just recomend more Troops and use your strength of being able to throw down numerous amounts of Heavy weapons and specail weapons.
