if find it depends... against dwarves for example with their typical 3+ saves, the S4 of the halberd is decent for knocking down one or two on the flanks...
mainly though, i use a few detachments of halberdiers as they're supposed to be the staple weapon of the empire! too bad they make such terrible parent units.
