She does have some point requirements (like, 1500 pt minimum army), but she also can give her leadership score to any nearby units making a leadership check too... I forget the range that goes out to, I think it's 6-12 inches max. Don't take my word for it, definitely look at her stats in the Tau codex because I'm probably missing something in all my enthusiasm...
