One thing I found incredibly helpful for making "quick, cheap and dirty" buildings are foam ice chests: they can be found at most supermarkets/liquor stores for a couple bucks and with some sand and black primer, they can be melted down to look like blasted buildings. The nice thing is, you can usually cut the ones I've found at about the half way mark and flip the lid over and put it down on the bottom half... instant removable roof. A little extra paint, and voila - for less then 20 bucks you got yourself a handful of buildings and walls. EDIT: Added photos. I know they're not amazing pieces of art, but I figured it's a neat idea and quick enough...
