Why would they be? All forms of Space Marines, unless otherwise specified, are not allowed. IE unless the Game master specifically says you can use space marines, all forms of space marines are forbidden, ESPCIALLY the more powerful ones like Company Captains, Chapter Masters, Librarians, Chaplains, and the like are forbidden.
If not already clear, this rule is in place because compared to most "normal" characters space marines just pwn.
