Check the stats in the codex, you will find in the 'Attacks' part, Shapers have more than a single Kroot has.
They have base 3 attacks.
However the cost = 3 normal kroot = 6 attacks. Which is even more worth it.
1 Base attack + 1 bonus for Kroot Rifle
