We all know that there are two missing primarchs and legions in the 20 that were created, what I was thinking was for GW to have a campaign or contest.

Structured maybe like this- Chaos vs. Loyalists campaign------> Whoever wins then has a contest among people who can write their own fluff or generally bring their chapter or chaos legion into perspective, take that players' color scheme and names for their creations and integrate it into workable fluff.

Then a second campaign is held to determine if both Primarchs and legions are Chaos, Loyalist, or if the two are split in a 1:1 ratio.

Do you get the gist of what I'm saying?
