Oh right! That does make sense. The Imperium expends a lot of energy stamping out mutations! Hmmm. That is very interesting. On that line of thought, wouldn't psychic powers be a form of mutation? Are they actual physical differences between the brain of a psyker and a normal brain? If so, wouldn't the Emperor himself be a mutant?
